Vancouver Coastal Health is looking for a Deputy Chief Project Officer to join the team.
The Deputy Chief Project Officer plays a crucial role in overseeing and managing major capital redevelopment projects for Vancouver Coastal Health (VCH). Reporting to the Chief Project Officer (CPO), the role works closely with the CPO to provide strategic leadership, ensure successful project delivery, and liaise with key external and internal partners and governance committees. Applies expertise in project management, partner engagement, and navigating governance frameworks, and is instrumental in driving the successful execution of major capital redevelopment initiatives. Supports the CPO in the development of strategic and tactical planning and the co-management of governance and performance accountabilities. Acts as the CPO delegate representing VCH and project interests as a key member of the project delivery framework, in a partnership for joint governance and project management. Effectively liaises with local, regional, and provincial partners and VCH Project leadership to ensure understanding of operational priorities, issues and constraints, and to evaluate risks and recommend strategic solutions; presents reports to Project Steering Committee and senior executives as required.

As a Deputy Chief Project Officer with Vancouver Coastal Health, you will:

Collaborate closely with the CPO to develop and implement project management strategies specifically tailored to major site redevelopment and new build projects. Establishes project goals and objectives that align with organizational priorities and ensures the successful execution of these initiatives.
Oversee and manages major site redevelopment and new build projects from initiation to completion. Ensures that projects are delivered on time, within budget, and in accordance with established quality standards. Monitors project progress, identifies potential risks and issues, and proactively implements mitigation measures.
Support the CPO in the effective and timely identification of accountabilities as set out in the Project Agreement (for example Design Build/Agreement or Alliance Agreement). Considers a wide range of project-specific risk and opportunity scenarios to reach informed alignment on the types of risk and opportunity, ensures appropriate systems and processes are in place to review and approve requests for scope changes/adjustment events in consultation with Chief Project Officer, Chief Clinical Planner, and other internal/external partners.
Support the Chief Project Officer in reporting on project interdependencies, risks and issues; investigates, resolves and responds to Alliance obligations and applicable legal issues and standards with respect to elements such as procurement, design, construction, accreditation, environmental and occupational health and safety issues; presents reports to Project Steering Committee and senior executives.
Provide strong leadership and guidance to project teams involved in major capital redevelopment projects. Fosters a collaborative and high-performance work environment, delegates tasks effectively, sets clear expectations, and monitors team performance to ensure timely and successful project execution. Supports the professional development of project team members.
Work in collaboration with the Deputy Chief Clinical Planner providing leadership in the engagement of key internal and external partners. Interfaces with User Groups and other VCH professionals to seek effective input into all phases and stages of the project; ensures legal, financial and operational activities are consistent and compatible with project requirements

Qualifications

Education & Experience

Master's Degree in Architecture, Engineering, Business Administration or a related field, supplemented with ten (10) years' recent, related experience in a senior leadership role in a large complex health care organization with responsibility for leading teams and managing large, complex capital projects such as Design Bid Build (DBB), Design Build Finance (DBF), Design Build (DB) Construction Management (CM), P3 Projects, Strategic Competitive Alliance or an equivalent combination of education, training and experience.

Knowledge & Abilities

Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-eking groups.
Strong understanding of project management methodologies, tools, and best practices specific to major capital redevelopment initiatives.

Position Summary

The Senior Director, New Patient and Surgical Tower will lead the delivery of a state-of-the-art, 15-storey, 370,000-square-foot surgical and patient tower at Toronto Western Hospital, enhancing its status as Ontario’s top Neurosciences Centre. Reporting to the Chief Planning Officer, they will oversee project management, contract administration, and ensure adherence to scope, budget, and schedule. This role involves collaboration with clinical leadership, research, education, and other key stakeholders to support UHN’s programs and services. The Senior Director works closely with FM-PRO leadership to align projects with UHN’s strategic priorities while managing available capital resources. Duties

Lead the project management and delivery of the 15-storey, 370,000-square-foot New Patient and Surgical Tower at Toronto Western Hospital.
Oversee contract administration, including Furniture and Equipment Contracts, ensuring adherence to scope, budget, and schedule.
Collaborate with clinical leadership, research, education, and other key stakeholders to support UHN’s programs and services.
Ensure successful project outcomes by managing available capital resources and spatial constraints in alignment with UHN’s strategic priorities.
Work closely with other stakeholders to coordinate space and capital planning efforts.
Maintain direct oversight of construction program processes and procedures, ensuring accountability for project delivery and operational readiness.

Qualifications

Completion of a bachelor’s degree in architecture or engineering or recognized equivalent required.
A minimum of 10 years progressive practical experience in the field of planning, design, construction and project management of a variety of capital construction and equipment installation projects.
5 or more years of related experience of managing medium to large multifunctional project management teams in a complex, multi-stakeholder environment, such as a hospital or clinic with 24/7/365 operational environments.
Membership in Professional Engineers of Ontario or Ontario Association Architects preferred.
Experience in the healthcare sector or the public sector, with knowledge of applicable legislative, UHN and/or departmental policies is highly desirable.

DESCRIPTION DU POSTE – SURVEILLANT DE CHANTIER :
En lien avec la structure organisationnelle de l’entreprise, le Surveillant de chantier relève du Directeur de l’équipe chantier, du Chargé d’exécution technique et du Chargé de projet. Vous participerez au développement de la réalisation technique du projet, et ce, en collaboration avec les autres collaborateurs appelés à travailler sur les mandats. Vous réaliserez des projets d’architecture dans les secteurs ; institutionnel, résidentiel à haute densité, commercial et de bureaux. Si vous êtes passionné de la technique et avez le souci du détail, ce poste est pour vous.

Rôle, tâches et responsabilités :

Surveillance de chantiers;
Effectuer des relevés de qualité;
Participation à des réunions de chantier;
Rédaction de rapports de conformités, directives de modifications, instructions de chantier;
Effectuer des dessins d’atelier
Rédiger des fiches techniques
Collaborer avec tout l’équipe projet afin d’assurer la réussite du mandat

COMPÉTENCES ET EXIGENCES

Détenir un diplôme d’études collégiales en Technologie de l’architecture ou un baccalauréat en architecture
Minimum 3 ans d’expérience comme surveillant de chantier au sien d’une firme d’architectes
Maîtrise du logiciel Revit;
Maîtrise des logiciels Autocad et des utilitaires de la Suite Microsoft Office;
Carte ASP Construction;
Maîtrise du français à l’oral et à l’écrit;
Maîtrise de l’anglais à l’oral et à l’écrit (atout)
Rigueur, sens du détail, sens des responsabilités, grande autonomie et esprit d’équipe;
Habiletés à effectuer des tâches multiples simultanément, à gérer des priorités et échéanciers;
Curieux, passionné et à l’affût des tendances
