RAIC Position Statement on the CMHC Housing Design Catalogue Initiative

Ottawa, March 12th 2025 - TheÌý²©²Ê (RAIC)Ìýacknowledges the Government of Canada’s efforts to address the housing crisis through theÌýHousing Design Catalogue initiative, administered by theÌýCanada Mortgage and Housing Corporation (CMHC). We recognize the urgency of delivering housing quickly and efficiently; however, the RAIC strongly advocates forÌýarchitectural excellence, design adaptability, and environmental and social sustainabilityÌýas essential components of any national housing strategy.

The Role of Architecture in Housing Solutions

Architecture plays a critical role in shaping resilient communities, fostering national identity, and ensuring that housing solutions areÌýfunctional, equitable, and built for longevity.

The RAIC is concerned that aÌýone-size-fits-all approachÌýto housing design may not adequately address the diverse needs of Canadian communities.ÌýStandardized templates, while useful for expediting construction, riskÌýoverlooking local climate conditions, cultural contexts, community integration, and long-term sustainability considerations. The architectural profession is uniquely positioned to provideÌýexpertise and innovationÌýto ensure that new housing developments meet bothÌýimmediate needs and long-term objectives.

Key Considerations and Concerns

The RAIC urges the Government of Canada to incorporate the following principles into the Housing Design Catalogue initiative:
  • Context-sensitive design is essential for multi-family and community housing developments to adapt toÌýregional climates, local zoning regulations, and community character. Standardized templates should allow for flexibility toÌýintegrate with existing neighborhoods, transit systems, and public spaces. While standardization can aid in efficiency, it must not come at the expense ofÌýdesign quality, environmental performance, and long-term durability. The success of Canada’s built environment depends on fostering innovation rather than limiting creativity through rigid design mandates.
  • Housing designs must also prioritizeÌýenergy efficiency, sustainable materials, and site-specific environmental strategiesÌýto align with Canada’s climate commitments. Passive heating and cooling, solar orientation, and resource efficiency must be embedded in design principles.
  • Furthermore, the quality of housing directly impactsÌýlivability, affordability, and social well-being. The Housing Design Catalogue should reflect a commitment to creatingÌýinclusive, diverse, and accessible communities, ensuring that cost-effectiveness does not compromise housing quality.

Recommendations for an Effective Approach

The RAIC urges the federal government to adopt aÌýcollaborative, adaptable, and excellence-driven approachÌýto the Housing Design Catalogue by ensuring that architects play a central role in shaping the catalogue’s design frameworks, ensuring that best practices, sustainability principles, and community needs are prioritized. The federal government has a unique opportunity to set a standard for quality housing design in Canada, ensuring that affordability and efficiency are balanced withÌýlong-term durability, aesthetic value, and functional performance.

Rather than prescriptive templates, housing solutions should incorporateÌýadaptive frameworksÌýthat allow for variation based on local site conditions, climate considerations, and community needs. Government incentives such asÌýgrants, tax benefits, or competitive design challengesÌýshould encourage the private sector to go beyond minimum compliance and deliver housing that meets high sustainability and design standards. Effective housing policy requires input fromÌýarchitects, urban planners, engineers, municipal authorities, and community organizationsÌýto create integrated, livable, and responsive developments. Additionally, a post-occupancy feedback system should be established to assess theÌýperformance, livability, and impactÌýof housing models, ensuring that real-world data informs ongoing refinements.

While the RAIC supports the government’s commitment to accelerating housing development, we emphasize the necessity of ensuring that new housing isÌýwell-designed, adaptable, and sustainable for generations to come.
